Should I make the first move?

So I've known this guy for a long time, he's my neighbor. A few nights ago we were watching scary movies (I'm good friends with his sister) & he sat next to me. I got scared so I cuddled up against him & rested my head on his shoulder. He then reached out & grabbed my hand. So we cuddled & held hands throughout the movie. He proceeded to move closer & closer so his arms were around me. I'm starting to have a slight crush on him with the constant texting/talking. His mom told my dad that he liked me, but I'm not so sure. Should I ask him out or wait for him to ask me? It's been a week since the "scary movie night". Which Isn't that long, but I have feelings for him & I'm wondering If he does too.. But I'm kinda scared to ask him.. Please help! Thanks! :)
