How could we lower speed limits in Texas and ban all cell phone use?

I have seen way too many accidents lately. It is scary to see people chatting away on their cell phones and driving all over the road. Also too many blown out tires are left along highways with dead large animals too. Small cars have to weave around them. What do you think? I live in Texas.
