Why does my pug get so wet?

Hi i have a 8 month old pug. Sometimes we put him in the balcony when people are over because he gets to excited and jumps on people. When we let him inside his chin and his front legs are all wet. I dont think he has that much saliva. And theres no grass dirt or water around him. So how does this happen?
