PLEASE HELP, I think my dog is coming close to his death !!?!?!?

My dog threw up 6 times this past week, once a few days ago, and about 5-6 times in less than an hour. I am really concerned with his stomach twisting (flipping). He has a few symptoms. His vomit contained a very large amount of saliva, and a little food. He is acting way worse than he usually does. His breathing is short and staggered, and he will barely open his eyes or move. A few times he has had some dry heaving (but just barely). We gave him rice and little wwater. My mother wont take him to the vet, let alone call them and just ask for some insight or anything really. She thinks hes fine, but i know surefire that hes really not in good condition.I am hysterically crying. I'm only 13 so i cannot drive. My father is not home, and will not be for a long while. I dont know what to do, I am 99% sure that he needs help and fast, but my mother is too ignorant to even call the vet. She will call her stupid sister who treats me like dirt anyway. Please, help me, what do I do !!?
